The 97 Portsmouth book lists our 21 three ways. The most common being with class legal sails etc which is designated: SK, ODR or one design rating. This is a 21 with jib, 139% class genoa and spinnaker all conforming to class rules. The Open listing is for non-class legal boats and sails. The average or D-PN is 96.1, Beaufort wind range 0-1 is 97.3, range 2-3 is 96.7, range 4 is 95.1, range 5-9 is 95.0.
To use a 150% genoa will get a penalty and to sail non spinnaker gets about 1.0 credit in lower wind ranges-there is an exact formula. To sail non genoa can get another 1.0 credit if you can convince the handicapper but is not done much around here. So normally if you sail non-spinnaker your average would change from 96.1 to 97.1. Most have found that the spinnaker is worth lots more than the one point however.
The SJ21 is competitive usually in Portsmouth racing if you have newer sails and adequate keel gasket.
