Rudder/kickup

I to have a kickup which will swing up on impact. Could your pivot bolt be to tight?. Also a bungie through a hole in the forward edge of the rudder and attached to the side plates below tiller acts "over the center" adding some resistence to kickup(which you don't seem to need)but also aids in holding the rudder in the up position.
