Our boats are sensitive to weight on the stern. The Merc 2.5 is made by Tohatsu and is the same motor as the 3.5 hp. The difference is the carburetor. I would go with the 3.5.I have the Nissan 3.5 (also made by tohatsu) and it pushes my boat to 5.3 knots and weighs 28 lbs. The Honda 2 hp air cooled engine pushes our boats to about 4 knots.
Another factor to look at is the shaft length. If you are on a lake with no real big waves a short shaft (15") will do. If you are sailing in areas with big waves or rollers, it would be better to get a long shaft.
