In the letter to the NC PHRF, the author states finishing times for many different races. I question how many different SanJuan21 boats there are in the data field. If there are only 3-5 different boats repeatedly sailing all of these races in the same geographical area, then I have a problem with that. In my opinion, the SanJuan 21's I see are in much better condition and preparedness compared to the other boats they are racing against (as a whole). Their rigging is updated, bottoms are cleaner and sails are newer, and probably, the skippers have been in their boats longer, racing more races, with the same crew. So we have an obligation to mirror what is going on in other boats to preserve the 252:Use 10+ year old sails sail with fouled bottoms race only 1-2 times a year with a different crew with no experience (please-i understand phrf does not expect these, quite the contrary, making a point)
Also, at some point, you have to measure the tiny 17' waterline as a speed factor. These boats don't usually plane, and carrying only 17' of waterline really reduces the speed factor, and affects the performance (and the phrf number).
