Info from a beginner. I believe the rudder should be fully down, At leastr mine is, when I sail. I drilled a hole near the bottom of the rudder and installed an eye bolt with a length of rope attached and thereby pull the rudder up with the rope. Unsightly and a little bit of drag, but it works. Some times the rope falls over board and a boat hook is needed to retrieve it.
