subject: Unknown San Juan vin number

I bought a Clark San Juan 21 foot sailboat. I cannot find a idenity number on the boat. I have a bill of sale but no title. Anyway, most number are on the upper right side of the transom. This one has none. How can I find out the age or the serial number? I thought the boat was a 1976 but the guy probably didn't know what he was talking about. Did they make these boats prior to 1970? I know they did not require serial numbers prior to the early 70's so how do I give it a number?
