subject: Kick up rudder help

I have a kick up rudder for my San Juan. It consists of a metal upper frame connected to a fiberglass blade. The blade is attached to the upper frame at the front with a pivot. It is also attached at the back with an elastic like rope. The rope has fraid and the blade won't stay down. Anyone know where I can get this elastic rope stuff?
