I'm not sure that a quick release lever fits the description or intent of an "adjuster" within the class rule. While I agree with Stephen on his method of attaching the headstay, others might not want to have their boats set up loose enough for that. Also the oldest boats with in line chainplates require that the lower shrouds be very slack for stepping the mast. An over center release lever is a quick and easy way to slack the shrouds and retension them to accurate settings - not for use as an "adjuster" the rule envisions.
