subject:Kick up rudder bungee cord.
Most marine stores have the cord, or you can order from West Marine.Attaching the cord is another problem. Best to take the spacer board out of the back of the rudder holder, allowing the blade to come further up. Attach the cord snuggly, then re-install the spacer board. Trying to install the cord with enough tension to hold the board up, without removing the spacer board is difficult.
Also; I make a small "hat" which fits over the end of the rudder when up, and have a short line attached. This is what holds my rudder blade up when my boat is sitting on the mooring.

As I mentioned in an email to the requester, I replaced the bungy cord by positioning the rudder 'up' as far as possible, and doubling the bungy cord (by passing it through the holes twice) and stretching it fairly taught, then pulling the two ends together, overlaying them, and fastening them with hog ring(s). Easier to do when you have another person helping. (Others may have other ideas.) - Jim
