The more boats on the start line, the more fun and the more interesting. That's especially the case when the alternative is too few in any one fleet. So here's a proposal:

At national regattas and the NAs, let's combine white sails and all sails fleets, but three separate results would be tabulated. There'd be 1) combined, using a handicap differential (and we'd establish a new trophy for this one), 2) all sails and 3)white sails.
