class vs PHRF spinnaker



I am also on the NC-PHRF committee and was involved in the decision to differentiate between the PHRF and One Design configurations for rating the SJ 21. The difference in the spinnakers is one of size not hoist. The luff lengths are the same and the spin block is at the hounds in both cases, but the class spinnaker is a 173% girth sail while PHRF spinnakers are allowed to be 180% without penalty. This is simply because of the era in which the SJ21 was designed. The CCA rule was still very influential during this period and their spinnaker rules called for a 173% spinnaker. In our rating change, the class genoa and spinnaker are smaller than the maximum no-penalty sails can be under PHRF and the material is limited to woven polyester and nylon. The * regarding keels is decided at the local area level - we decided that the OD configuration had to comply with all class rules and the PHRF configuration would be bound only by standard PHRF constraints and penalties. We didn't penalize the Class boat, simply took into account the differences between different rules.
