I can only speak for the SJ21 I owned. There was a locking hole in the full up position, but keel was still visible about 4" below the hull when raised. A lock position at full down. Since I never looked for the middle position I don't know if it was there. I always left the cable slack and the keel resting on the trailer when not in use.
