I have two step handles mounted on the transom with backing plates inside. I had a chance to test this arrangement when I was single handing and fell overboard. I was able to swim to the transom and get hold of the handles and pull myself up on the transom. I then rested for several minutes before changing clothes. My falling overboard cancelled the race as several boats came to my aid. I was most grateful for their concern even though I did not need it. Bottom line is that if you back up the inside of the transom you should be able house either a ladder or steps. Steps cost $5 each.
