motor mount

I bought a new Honda 5 hp, 20 inch shaft, 4 stroke. I was given the boat and it had a 3.5 Tohatsu 15inch shaft. It spent a great deal of time out of the water when running as I sail in big water with a lot of big fishing boat traffic and also a lot of inconsiderate people. The other issue is that I traveled down a creek to far and it would run out of gas. The problem with the 5 is that I have a mount that is not sprung. I am short and cannot raise the motor. My neighbor has the same set up but he has a Garelick mount that is sprung so that you have to push the motor down but coming up it springs out of the water. I looked at the Garelick mounts and got totally confused as 1 travels 9 inches and the other travels 15. Can I get away with the 9 inch travel if not does the 15 swing out to far for someone with short arms will have trouble? Also, would it be a good idea to reinforce the transom with like treated 1x6. I would run the bolts through the transom and then the 1x6 and then put the nuts on. This is on a San Juan 21. Is there a measurement that I can take to decide which is the mount I need?

Thanks,
Harold Siskind
