Jib Cunningham?



I was planning on installing a jib cunningham on my boat this year for racing, similar to what they use on a J24 to adjust the tension in the jib luff. However, I was reading through the rules and I'm not sure if they are allowed. Here is what the rules say:

3.4 Article IV: RIGGING AND EQUIPMENT - 6. Jib Halyard Latch: A sliding-track jib halyard latch, Hyfield lever, or other similar device for adjusting tension on the jib halyard, is permitted. Jib cloth tension devices other than rope or wire luffs are prohibited.

Based on this it sounds like you can't pull down on the fabric, so would that make a jib cunningham illegal?
