I made a Halyard tensioner that worked on the Tack instead of the head. It was a set of mini double blocks with the line lead back to the cabin top a the cockpit. There was a knot in the line that kept the tack hole from going above the 8" allowed. It was ruled illegal as not in the spirit of the one design class. I think it's a great idea. The stock boats had a block on the halyard that gave you a 2:1 purchase to adjust the jib halyard tension. Since a lot of boat have gone to halyards lead aft to the cabin top, these are not used much so you have to have some sort of winch aft of your halyard cleat, or wrap the halyard around your hands, brace your feet against the bulkhead and PULL.
