I was an officer when this was discussed at an annual meeting. It was decided as a trial to post the new edition of the constition/bylaws in a members only section on the national page. A large number of hours of work went into updating the Handbook and its worth a lot to a SJ owner.In the old days the only way to get information was to join the class and receive the Jibsheet and a handbook. With the internet and this Harbor the officers noted that membership was way down and there were lots of people posting on the Harbor for years who had never joined the class. The internet has plenty of people who like free info and downloads. Why buy a cow when you can get the milk for free.
The old copy of the Handbook is still available online and non members can get any question answered here on the Harbor. If it encourages some more people to join then it may be worth it.
Other good info could also be posted in the members only section if anyone wants.
