If you haven't already figured this out, you may be missing a small shackel, a stand-up spring and a clevis pin with and "o" ring. The shackel and the spring go between the block and base. Hook the shackel at the base, put the spring over it, put the block on top the spring, compress and then pin the shackel to the block with the pin and the o ring keeps it together--
